Moscow Warns Kiev Against Attempts to Unilaterally Change Azov Sea's Status

MOSCOW (Sputnik) - Russia has warned Ukraine against attempts to alter the status of the Sea of Azov as inland waters shared by the two countries, saying the move violates international law; Moscow urges Kiev to refrain from risky steps aimed at establishing state borders there unilaterally, the Russian Foreign Ministry said Wednesday.

"Russia is open toÊa constructive dialogue onÊthe situation inÊthe Sea ofÊAzov and would likeÊto warn Ukraine againstÊattempts toÊrevise the current status ofÊthe Sea ofÊAzov asÊinternal waters ofÊtwo countries inÊviolation ofÊinternational laws," the ministry said inÊa statement.

"In this regard, we urge Kiev toÊrefrain fromÊany risky steps aimed atÊthe unilateral establishment ofÊa state border inÊthe Sea ofÊAzov which Russia does not recognise," the ministry added.

The ministry went onÊto stress that Russia has not taken any illegal or aggressive measures againstÊUkraine inÊthe inland waters they both share.

"Russia firmly rejects all accusations ofÊaggressive or illegal actions in the Sea ofÊAzov and the Kerch StraitÉ Its actions there are inÊline withÊinternational laws and aim atÊprotecting the national security proportionately toÊthreats fromÊextremists, including Ukrainian ones," the ministry said inÊa statement.

The Foreign Ministry emphasised that Russia regarded the waters east ofÊCrimea asÊan integral part ofÊits territory. The Black Sea peninsula inÊsouthern Europe rejoined Russia inÊ2014.

As the ministry noted, Russia was not expanding its military presence inÊthe Sea ofÊAzov, unlikeÊUkraine.

"Contrary toÊthe statements ofÊKiev and Brussels, Russia is not increasing its military presence inÊthe Sea ofÊAzov. The forces stationed there are mainly used toÊguard the Crimean Bridge É While the actions ofÊUkraine, which announced the creation ofÊa naval base inÊBerdiansk and systematically blocks certain areas ofÊthe Sea ofÊAzov forÊartillery fire, are just aimed atÊmilitarizing the Sea ofÊAzov," the ministry stressed.

Thus, the responsibility forÊa surge inÊtensions inÊthe Sea ofÊAzov lies withÊKiev, according toÊMoscow.

"Russia warns that responsibility forÊa possible further exacerbation ofÊthe situation inÊthe Azov-Kerch water area lies withÊUkraine and the states supporting its provocative actions," the ministry added.

The spike inÊtensions betweenÊRussia and Ukraine inÊthe Sea ofÊAzov this year was brought aboutÊby Ukraine's detention ofÊtwo Russian ships bound forÊports inÊCrimea, a Russian federal subject which Ukraine considers toÊbe its territory.

Russia called the move "maritime terrorism" and expanded patrols offÊthe country's Azov coast, prompting Ukraine toÊaccuse Russia ofÊillegal searches.

The conflict escalated inÊOctober, when theÊUkrainian parliamentÊpassed a draft law authorising Kiev toÊexpand maritime controls byÊ12 nautical miles offÊits southern coast, allegedly inÊan effort toÊcounter smuggling inÊthe Black Sea.
